Training and Experience:
Emphasis at College of Law, Florida State University was
admiralty and environmental law. Clerked for Dean Joshua Morse in
admiralty on "Summit Venture" and other cases for Fowler, White,
et al. Wrote "thesis" on Florida's Coastal Zone Management
Program (published in Coastal Zone Management Journal, Vol. II, No.
3, 1983). Helped found the environmental law newsletter which was
succeeded by the periodical Journal of Land Use and Environmental Law.
Received Florida Supreme Court certificate as attorney
July 1983 and subsequently, in addition to the Florida Bar, became member
of the trial bar of the U.S. District Court, Southern and Middle Districts
of Florida. Also admitted to the U.S. Court of Appeals for the ninth

Federal Court experience in Southern and Middle Districts
of Florida. Practice centers around litigation, administrative and
government law and regulation, small business consultation, zoning and
water/land use issues including permitting and violation defense,
generally representing property owners and associations.
Practiced in Stuart since 1983, emphasizing areas of law:
Admiralty, maritime, administrative, environmental, land use,
construction, real estate litigation, mechanics liens, commercial,
corporations. Litigation experience in state circuit courts and county
courts in Brevard, Indian River, St. Lucie, Martin, Palm Beach,
Okeechobee, Monroe and Broward Counties. Have litigated from Jacksonville
to Key West and Tampa.
Have been engaged in waterfront permitting and land use
issues since 1971. Appear in front of various State and Federal Agencies,
the Florida Cabinet and local governments.
Do not write title insurance but frequently represent
buyers or sellers in commercial real estate transactions, preferably
before the contract is signed but also in litigation after contract.
Do not handle criminal or personal injury cases except as
consultant or co-counsel where admiralty or environmental issues are
involved.
Do not handle domestic relations cases.
